Cancellation of Registered Development Agreement and General power of Attorney

We have given our land to a developer to build an apartment. we have entered into development agreement and general power of attorney on [deleted] and the period is 18 months with 3 month grace period from the date of agreement.. They have made construction upto slabs, Brick work and Plastering. For the last 2 year the developer has done no work at site. At the time of entering into the agreement they have paid an advance of Rs. 5,73,000/- as refundable advance. It is mention in the agreement that we have to refund the advance before handing over the physical possession of the owners area. But he failed to complete the entire building till today i.e. [deleted]. When we are asking to complete the apartment he return asking to pay the refundable advance. we are ready to pay the advance but he is not ready to work. In this situation we fed up with the developer and we wants to cancel the development agreement. Is it possible to cancel? And how to cancel the dgpa, kindly advice me how to fight with the developer. he is not paying rent for our alternate accommodation also. my e mail id [deleted]
