BBMP A Katha Land Bifurcation from Layout Developer

I got answer for many question here. So I thought to get suggestion here. Actually I saw one property near election city. Developer sold many plots and he said it is BBMP A Katha and documents says it is A Katha....... I visited layout and many people started construction of house. But they said like katha is not transferred yet.... there is some problem while katha transfer (no one clear what is the problem )... so they dint get Katha in their name and so dint get construction loan... This is background of layout.. Now we(me + my partner) saw one plot to buy. It is 2200 sqft..so we planed to buy half site each. so plot need to bifurcate... but Builder is telling like first will do sale deed.. then he will do Katha bifurcation. Now my question is 1) what you suggest on this.... 2) How many sale deed need to execute. 3) Developer is telling for Bifurcation sale deed is must...is it true? If So we cant mention Katha number in sale deed.. right? or how to do it in proper/legal way... 3) BBMP document says for bifurcation sale seed and proper land sketch is required. Which sale deed is referenced here. 4) in what and all government documents this bifurcation changes need to reflect... like Katha and etc 5) why he is facing difficulty while katha transfer....... any guess.... 6) If Katha transfer is difficult then bifurcation also be difficulty right? Please clarify this... it will be really helpful...
