A housing service society charge capital expenditure item from New joining members

I purchased a flat in 2015. That time the builder had made a society and handed it over to the residents but the society was not registered with registrar's office. I request the management to endorse my name on share certificate, but they asked 1.28 lacs as a share certificate transfer fee which I was told was illegal. I filed a complaint at Registrar's office also but no action was taken. In 2017, a new housing service society was formed but I was not a part of it, as the new society also wanted me to pay Share Certificate Transfer fee. In 2018, I complaint again to Registrar's office and after much struggle, the society transferred the certificate on my name. I also needed a No Dues Certificate. The society management gave me the same but have written on it that I have to pay 1.28 lacs towards capital budget expenditure. This is the same amount they were asking as Share Certificate Transfer fee. My question is: (i) Can society management ask for capital expenditure fee without any proposal in hand. There are 600 members in the society. If all members give this amount, the society will collect approximately 8 crores. It is not a small amount. (ii) They are saying that this fee will have to paid only by the new members. In that case is it not the same Share Transfer fee on some other name. (iii) Can I complaint for improper no-dues certificate to District Registrar of cooperative societies. Does it come under their jurisdiction. thanks, Sanjay
