Can owner of Top floor with roof rights do construction on roof?

I have bought the top floor of multistoried(4 floors) builder floor and registered documents of this Top floor says ''Fourth Floor with Roof Rights'' hence i am the owner of top floor with roof rights. Below is one clause in the registered sale deed '' Vendor has restricted the right of construction above fourth floor and vendee shall allow other floor owners to visit on roof for maintenance of water tanks'' While there is another clause before above mentioned clause in the sale deed '' Vendor hereby sell, convey, assign etc. whatsoever and transfer the said property with all his rights to the vendee who hereafter becomes the absolute owner of the said property and shall enjoy all rights, possession etc. without any claim or demand from vendor or his legal heirs'' My questions are : 1. Can i do construction on roof right in case municipal corporation allows? Can anyother owner in same building obtain permanent injunction for not doing any construction on the roof? 2. Can i put lock on the entrance of roof since i have roof rights?
