Can I file a consumer complaint against the builder

Builder is a partnership firm. One of the partner had executed a notarized agreement with me in the year 2008 in regards to two flats. It was agreed on behalf of the firm that, Apartment deed/ Sale Deed will be executed with in 12 months from the date of Building Plan got sanctioned. I have also paid Total Consideration price in regards to both the flats. As at that time building plan was not sanctioned, hence details of those flats were not mentioned in the said agreement. Total Consideration price was paid partly by cheques issued in the name of the firm and partly in cash in regards to which receipts were issued in the name of the partnership firm. Subsequently, Building Plan got sanctioned in the year 2016. Said project is now registered under RERA. However,now partners are changed when I demanded execution of Apartment Deed/ Sale Deed as per the previous agreement the new partners are refusing to execute the same, as according to them the said previous partner has cheated them. Now can I file a complaint against the said builder in the consumer court or RERA ?
