Clarification

Respected Sir, I would like to submit the following few lines for your kind clarification. (a) Sir, due to cadre restructure in Army Ordnance Core w.e.f. 30 Sep 2011 the total authorization of Upper Division Clerk reduced from 2415 to 1444 and it became overall 853 UDC surplus. (b) Accordingly as per post based reservation roster the total posts earmarked for ST out of revised auth of 1444 comes to 108 @ 7.5 %, where as only 27 posts of UDCs are occupied by ST candidate. As such the ST candidates in the grade have not reached the earmarked posts/prescribed percentage. (c) As a result and to the best of my knowledge there should be 81 vacancies in ST quota and it should be filled up by ST candidate as per guide line of DoPt Office Memorandum No. 36012/17/2002-Estt.(Res) dated 06 Nov 2003 and MHA O.M. No. 3/27/65-CS-II dated 25.02.1966 (coy enclosed) (Surplus Staff Rule) as the overall surplus in a particular grade is not a matter of ST candidate after introduction of post based reservation. (d) However the Competent Authority is stating that after cadre restructure and plotting on the basis of new authorization there is no vacant post for conducting of DPC against ST quota, there is overall surplus. In view of the above, your kind honour is requested to confirm the policy whether the promotion of eligible ST candidates to be continued for ibid 81 vacancies, keeping aside overall surplus or otherwise?
