Question on House registration in Hyderabad

Hello, Recently, my father has expired and he has two sons. His only two house properties has to be divided amount themselves. Both agreed and decided to take the desired house. One house has proper documents and it got registered to 2nd son's name. Other house is currently on notary and it has transferred to 1st son by both brother and mother. Now, 1st son, wants to collapse the house completely and build from scratch. His worry is that, his brother now may create problems for a share as it is completely collapsed. 1st son has 2 childrens (6 & 1 year old) who are US citizens. Some registrar told that, 1st son cannot go for registration as the house area surroundings including other houses are on notary as some hearings(to convert notary to registration) are pending in court. Questions: 1) Does 2nd son can create any problems to 1st son in any manner. Per my understanding, he cannot because, one of this dad's house is in his name and he released his share to his elder brother officially via notary along with his mother. Please clarify. 2) Can 1st son go for registration on his children's name who are minors and US citizens. If possible, please tell us the process and can he take the loans for building the house. 3) Can 1st son go for registration on his wife's name who is adult and origin of India and I think, it would be easy to take loans. If possible, then can wife again transfer to his husband name's of course before or after loan.
