Authorized floor construction in building

My apartment is approved by Gram Panchyat (Telangana), for G + 2 floors construction. My flat is in Ground floor purchased in 2018 FEB. There is no parking assigned to me and the person who sold me the flat told that there are 2 extra car parking available with the 2nd floor Flat owners and later on you can buy with him. Now the issue is: though the building is approved for G+2 from Gram Panyt but the construction happened for G+3 and the second floor owner has made his flat as a duplex flat connected 2nd and 3rd floor (It was constructed in 2016 by builder) and the current owner is not ready to sell the addl car parking which he is holding, reason been in future he wants to make the duplex flat in to 2 different flats with individual car parking. In addition to this there is 1 more flat in 3rd floor, Hence 2 addl parking was occupied by unauthorized floor. Now I would like to below points. Pls advise. 1) Is it possible to go for legal action on unauthorized floor construction? 2) If the unauthorized floor was in BRS applicants (building regularization) can the HMDA regularize the car parking too 3) What are the norms of parking, while regularizing the unauthorized floor
