Ownership of plants in common areas in APARTMENT in chennai

A person living in third floor of apartment had removed certain plants in common area and kept it in their home and they claim the following, The entire land area around the building belong to ALL THE 60 OWNERS as undivided share of land and the plants and trees grown on the same belong to all 60 members and NO INDIVIDUAL FLAT OWNER HAS THE RIGHT TO CLAIM ABSOLUTE OWNERSHIP irrespective of who,nutured,watered etc. If any owner want absolute owneship of a plant the plant need to be kept inside the flat .To be specific no plant or tree will belong to any one simply because it is infront of their flat particularly in the ground floor The Undivided share of land around the building is not the sole property of the ground floor owners but all owners in all flats. Moreover any one can pluck flowers ,remove plants, or chop it as they wish because it is in common area and no informing or approval from either association or the plant owner is required,since it's in common area. I would need clarifications on the above issue to give solution to both affected person on the ground floor and the person claiming it as a right to do things on common area. Thanking you
