Parking of vehicle

1. In our society there are 8 stilt parking slots in which 6 are presently used and two are not in use as one is in front of the entrance gate and in the other slot our society has constructed toilet without permission from BMC. A) In one stilt parking slot sufficient entry access for the vehicle is not available and hence that slot cannot be used. There society has constructed common toilet without BMC permission. B) Another vacant stilt parking slot cannot be used as it is just in front of main entrance gate, some members may object as it may cause inconvenience to society. On parking vehicle in the said vacant stilt parking slot which is in front if the entrance a space of 2feet width can be made available for the members for entry and exit. If these two vacant stilt slots are approved by BMC can society keep these slots unutilized inspite of BMC approved plan showing them as parking slots? If society is not allowing to use these parking slots for our parking vehicles what is the remedy to compel the society for the same i.e to make these slots available for parking? 2. In the society compound apart from stilt parking open spaces are available which are not safe for parking as there are coconut trees in its vicinity. Many instances of damage to vehicle due to falling of coconut and coconut branches have occurred. Risk to human life due to falling of coconut cannot be denied. In bye-laws for parking it is mentioned that if the eligible members for parking of the vehicles is more than available parking slots then lots can be drawn for allotting parking for annual rotation basis. My question is wheather these unsafe parking spaces outside stilt area can be taken into account for deciding rotational policy by drawing lots? Or only parking slots in stilt area be taken into account for deciding rotational policy vis-s-vis. 3. Can such issues be taken with the Sub-Registar for giving his ruling and directions to the society?
