Clarification-karnataka land act -79 a&b

I am planning to buy property (Land-plot) in Bangalore. I did consult two legal both of them provided different legal opinion where one of them told I can go ahead and buy the land and another raised a concern on 79 a&b. This plot comes under B-Khata under BBMP limit. ( A-khata conversion is not possible at the moment as Govt has not yet approved). 1. This Land plot history is that initially it was allocated to Person"X" in past (30+ years). 2. Person "X" sold it after holding it for more than 15+ years to Buyer1 in Guntas. 3. Buyer1 sold to Buyer2 in Guntas. 4. Buyer2 split this land into two individual sites(Plot) and Sold to two buyers - Buyer3 & Buyer4 in "SQFT"(not in Guntas) almost 10 years back. 5. RTC record is updated with Buyer2 details who had bought in Guntas and sold it as "SQFT". 6. We have also verified with concern authority for any pending PTCL as per one of the legal advice suggestion and found no issues. I have two fold questions : 1) Can we buy this property from Buyer3 in "SQFT" who has purchased in "SQFT" from Buyer2 and also Buyer3 is paying BBMP tax for last few years. Does Buyer3 and any subsequent potential new Buyer need to satisfy 79 A&B act. 2) Is it necessary to change RTC record to new Potential Buyer name or stays forever in Buyer2 name,after buying in sqft and also what is the process to change RTC record to new potential Buyer name,if he buys in "SQFT" subsequently after satisfying the criteria for 79 a&b
