Regarding medical bills of dies-non period

Respected sirs, i was serving in the health deptt. of himachal pradesh at shimla as a pharmacist. i resigned from the job in the year 1994, i was having medical treatment at aiims new delhi & other health institutions for cancer soft palate & other ailments .i was having regular treatment even chemothrapy & radiotherapy .i was admitted at igmc shimla during 2011 & was admitted at pgi chandigarh ,after discharge i submitted my medical re-imbursement bills at cmo office shimla, from where i came to know that my resignation was never accepted, hence i submitted my joining report there(august 2012). it was not accepted and the case was sent to director ,health services from where it was again declined , the absence period of my treatment was termed as absconding . after my appeal to addl. chief secretary ,health ,my joining was accepted & i joined back on aug.2014. an enquiry was ordered but it was all the way single sided and i was found guilty ,hence imposed penality of lower grade on permanent basis.after my regular appeals ,the absence period (w.e.f 1994 to 2014) was converted in to dies-non. the med. bills i had submitted were refused on the ground that were time barred (although these bills amounting to rs.2,40,508/-were resubmitted many times through cmo shimla) & the med. bills pertain to absconding period.now i after attaining the age of 58 yrs. i got retired from govt. job(janaury 2018).iwas not given the due benefits but was paid dues with pay fixation of lower grade ,hence , a large amount of money wasa almost snatched from me. sirs, please send me a detailed report 1. that i had resigned from the service …can it be termed as absconding…. 2. that the med. bills of my absence period can be refused or not….
