Which scheme is applicable for tenants on lease on collectors land

We have a lease of 30 years under the world bank scheme on Collectors land. We were 130 Tenants which increased to 137 best known to the Managing Committee. We have our property passbook where we pay our lease amount to the Authority. We hold share certificates as well. We have a 10X16 Sq Ft house each. Our Managing Committee is holding responsibility since past 20 years. Same people & the same designation. We went into an agreement with a builder in 2006 where 90% majority signed the agreement. We were not aware that Managing Committee has used SRA scheme for development. They also included nearby area & the joint name of both societies appears on the Annexure 2. Since 2006 the builder who is just an investor is selling this project to different builders but our society is not getting developed till date & also the builder is not getting terminated due to Managing Committee influence. 1. How long can the Annexure 2 remains active even though not a single work is initiated by the builder since 2006 and also he is not registered in RERA & also our individual agreement was not registered? 2. Managing Committee members residing outside the Society can contest elections& hold critical positions? 3. The illegal houses which are eligible under annexure 2 are built on our society's collector land but their society name appears under the neighboring area in Annexure 2? 4. How long is Annexure 2 valid & how can it get discarded? 5. How to take action against illegal encroachers on our society land but their name appears in Annexure 2. 6. How can we terminate the builder as they are constantly bringing new developers terming them as their partners? In the past few tenants raise their voices and they were sent to prison under false & fabricated bogus case. Any kind of help will be highly appreciated. Thank you
