Tenant on Ground Floor, is it commerical property

Hello Experts, My parents have given ground floor on rent to a courier shop. My home is not a road facing shop but inside a street yet is quite close from the main road. Other floors are self-occupied by us. The house is registered on my mother name and we do file tax on her details as well but yes the rent itself is negligible and even it doesn't not falls under tax bracket. I would like to know two things. 1. Do we have to register our ground floor as a commercial property. I mean is it a must. 2. Since it is a part of our house, we are using residential electricity only. Would commercial connection is advisable. My main concern is that it is not necessary for how long we are going to put the floor as a rented shop but yes renting out to a family is definitely going to be on a longer run. We may give it to a small family in future, if that's the case in future, would it be advisable to abide by point1 & point2 doubts. In case, municipal corporation comes then would we be penalized and if yes, is there a certain/fix rules defining how much that would be. Since my parents live alone and i am studying far from home, i don't want them to face any problem in old age. Appreciate your guidance in advance and i look forward to hearing from you.
