Do the petitioner need bail against 498

My sister got married on Nov 2015 as per Hindu rituals . Her in laws and husband tortured her physically and mentally several times initially due to dowry.Later on My sister came to know that her husband having an illicit relation with her sister in-laws. After that they attempted to kill her by pouring phenyl in her mouth. Few days later once again her husband attempted to strangle her. A Police complain was given on Dec 2017, but it was not registered. In between, during the process of mutual settlement her in laws family beat her in public and drove her out from their home. After that finally a police complain was registered on Apr 2018. In spite of giving all the doctor report, multiple audio clip evidence of torture, witness police is not taking any action. As per police this is only a case of 498a and as per the latest supreme court guideline, they can not arrest husband or in-laws against 498.Could you please throw some light on this and provide latest supreme court intimation on 498a. The bail got rejected by the session judge , but still police is not taking any action stating bail is not needed in this case.Do the husband and in-laws need a bail for above?
