Road development

Dear Sir/Madam We have a property of 4 Acres Agriculture land (some portion used for poultry form) in a village of Namakkal District, the approach road is having a width of around 15 feet mud Road to the main road. We had approached several times to concern departments like ..,Block Development Officer / Collector even CM Cell for developing the road. But every time we got an online reply, that this road proposal will be taken up in next financial year. There is no fruitful action from the past 15 Years, When we enquired at backend for the non-execution reason, we understand that the total length of the road is 2.1 KM and in which around 1.5 KM length is in patta land and 0.6 KM is poramboke land. But entire stretch of the road (2.1 KM) is sub-divisioned and road marking is there in revenue map. To take up the road development proposal, we have been told to handover the land to Government/BDO as a gift deed , but the problem is 2 land owners (out of 12) are not willing for the land hand over to government/BDO. Can you please suggest the way forward to develop the road. 1. No one is objecting the road proposal but not ready to handover existing land in revenue record. 2. But government is not ready to take up the proposal as some portion of the road is in sub-divisioned patta land. 3. Is there any way to change the sub-divisioned road marking area from patta to Government Poramboke as it is meant for public utility. 3. Using easement rights, is it possible to develop the road with existing width/patta/poramboke combination, If Yes, how to get this to conveyed to BDO to take action .
