Reversion from higher to lower post after 10 years of regular service due departments fault

I am a BSNL executive. Previously in DoT. In 1981 there was a recruitment rule (RR). In 1986 it was amended. RR 81 says for LDCA (limited departmental compititive exam) 5 yes of regular service from date of joining to date of notifications for exam. In RR 86 it was changed from year of recruitment to date of notifications of exam. My year of recruitment is 1991. Notification was issued in 1998. But dept didn't allow me to appear the exam. Some of our friends lodge a case in Ernakulam and as per order of court we were declared eligible and supplimentary exam was conducted in 2003 and I was declared successful. I was given promotion in 2004 to regular SDE then AGM in 2014. The exam was for vacancy years 1994-1997.But as per RR one third vacancy against LDCA can't be filled by other means. As vacancies were there in this Quito we were posted against them. This was challenged in Ernakulam CAT then HC. We lost the case. It was challenged in SC. After seeing the complexity of the case SC told to intervene and adhere to Ernakulam HC order which was passed refering 1981RR. Now dept has declared us ineligible for the said exam and reverted back to lower post. In reality we are eligible as 1986 amendment. After serving for 10 years in higher post now reversed to alower post with out any fault is more than punishment. All unions are against these qualified officers.
