How to Complain about Encroachment of Limited Common Area by Neighbour- Res. Association not Acting

Issue: My neighbour claims ownership of 2 ft common parapet wall running 15 ft between our lawn/parking area at the entrance to my row house and kept flower pots. The plants project three feet into my space restricting use of my own space. This is against our purchase agreement which clearly demarcates the parapet as Limited common Area and prohibits owners from keeping any item and respecting rights of neighbours in vertical, horizontal & lateral space. My Housing Welfare Association despite bye laws, refuses to take up this issue and wants me to sort out with neighbour. The Tamil Nadu Apartment Ownership act, 1994 clearly states that “(4) Each apartment owner may use the common areas and facilities and the limited common areas and facilities in accordance with the purpose for which they are intended without hindering or encroaching upon the lawful rights of the other apartment owners.” It also states that "(2) Where any apartment owner fails to comply with any of the bye-laws or covenants, conditions and restrictions referred to in the bye-laws or covenants, conditions and restrictions referred to in sub-section (1) such failure shall be a ground for an action against such apartment owner to recover sums due, for damages or injunctive relief or both maintainable by the society or the Association of Apartment owners " My society registration details from TN Registration Dept website as follows: PALM VILLAS OWNERS WELFARE ASSOCIATION - NALLAMBAKKAM Villa 43, Nellikuppam High Road, Nallambakka, Chennai - 48 Society No : 12/2017 Date of registration : 30/01/2017 Who is the Competent Authority to complain to restore my rights and initiate action against the Welfare Association that is refusing to act on its bye laws? Kindly provide me the address/mail ID of the Competent Authority.
