Car Parking , Property tax , Diesel generator

Hi, Property Details : I have purchased a Flat at Visakhapatnam, Andhra pradesh on 2014 and occupied on 2016. The Total property was made in 373 Sq Yards of 10 Flats, Initially builder took the Plan approvals for 4 No of Floor of 8 No of Flats and later on they managed to get the DTR and took the additional approvals for 5th Floor with 2 No of Flats, so overall builder constructed 10 Number of Flats. The Land was given on development agreement of 60 % & 40% by the landlord, in the Development agreement all the 10 Flats were designated with flat numbers, SFT details and all 10 Flats will be made common areas with car parkings. The Builder got the GPA on Development agreement and based on the GPA i have procured a flat from the builder, and in the Registered sale deed builder clearly mentioned that Flat 1075 SFT including common area and car parking. Parking slot issue : But Now the Builder not made parking marking and not handover the parking to the respective owners, Now builder was ABSCONDED and not getting even at his home since two years. as of now we did't made any apartment society registration, and all the owners were fighting each other for parking. The Land owner of 40% share holder also sold two flats to outside, but Quoting that i sold only the flat not the parking and also not allowing other to mark the parking slot and give to respective owners. now we need support to make 10 No of car parking slots and give to respective owner's, so please guide which department will help me.. Property tax : And also builder not made the empty land land tax to the land and managed to the get the plan approvals and occupation certificate from Municipal office and not even made the House tax -Pass books. Now the burden of Empty Land tax who will bare ( as per sale deep all the Municipality and other liable statutory taxes Clarence up to the sale date of the property was on builder scope , but they cheeted us ) Diesel Generator : Apart from the registered sale deed, we made internal initial advance agreement on 100 Rupees bond paper and there builder agreed to provide Diesel generator ( Only supports to Lift, Water bore well and Few Lights and fans in each Flat) for that also we paid the money, but builder not provided generator. Now we are running without Generator, Parking Slot and Property tax , so how will i get my legal support of there issue described above.
