Tenancy Rights

We are the Charitable Public Trust. Trust Having Land of 600 sq mt in Mumbai. Originally Trust was having only 9 rooms, which was called as Dharamshala " Temporary rest House" Between 1965 to 1995 property was encroached with total 22 tenants (including above 9 rooms). Then between 2004 to 2008 all tenants have sold there rights to new 22 tenants with registered tenancy transfer agreement. Trust had never issued rent receipt to old or new tenants(occupiers) til date., Also new tenants are not in possession till date. their are no electrical meters from last 2 years, No recorders found in MAHADA. Also they do not have any residence proof like Aadhar card, Voter ID, Ration card ect. 1. my question is weather they can claim their tenancy rights in above situation? 2.They have entered in agreement with old tenants between 2004 to 2008 and registered in Registrar office at Old custom house, So they can claim their tenancy rights? waiting for Answer Thanking you Parmar JM
