Non DC converted E khaata plot with nationalized bank loan. Valid ?

Hello there, I need a clarity on this. We've been offered a residential plot (claims to be residential) in Ramohalli, Bangalore and below are the reasons for my doubts and also my concerns. 1. Seller says it's E- khaata, and khaata transfer will be done to my name. But sufficient enough ? 2. He says it's Gram panchayath site. But not DC converted. Valid ? 3. He's a builder - Sri Kalyan Builders and developers. Is there lesser risk when we buy such land from developer rather than an individual ? 4. Layout is already made, land scaping is done, drainage connection, water connection is given, sites numbers also given - these things I've seen directly during site visit. Road is under construction. Regarding electricity connection he said it's under process. - are these signs of valid product ? 5. He's ready to Grant a loan also for zero % interest provided that I'll pay 30% of the site value now as a down payment, and also khaata transfer will be done only after completion of 75% of the total site value. Is it safe to go for such agreement ? 6. He said even nationalized Banks will provide me the loan for this khaata. So my question here is, if a nationalized bank is ready to provide loan on such purchases , can I trust this blindly ? 7. I've heard in other stories that loan can be obtained from private bank but not nationalized bank, is there a different bench mark for nationalized and private bank to validate the authenticity of land ? 8. Actually what are the basic check points does a private bank takes care and how its different from nationalized banks ? Anything extra validation is done by NB ? 9. Just because there's a bank loan availability, can people trust and go with such and any other cases ? 10. Regarding this case, what's the honest legal advice you can give me, please help.
