Settlement deed and Release deed

srinivas raju from Bangalore .. we have property in Chennai .that is parent's property that my father expired in 1994. that after property come ;s to my mother . then in 1995 we constructed building in that land by mortgage loan after that . mother declare the property to us 3 brother 1 sister .as settlement deed and release deed in year 2000.. kindly clear my question . Settlement deed , page in no 5 . '' The settlor hereby agree f or the mutation of the names in the Municipal and Revenue Registry indicating the' settler at Life interest holder and the settle as vested absolute remainder holder of the property set out in the Schedule 'B' here under. The Settler hereby declares that settle shall be entitled to aII rights of alienation after the Life time of the settler subject to the condition that in the event of the settle deciding to alienate the 'B'Schedule property, he shall be entitled to transfer the same to his brothers or their heirs who shall be entitled to exercise the night of pre - emption over the said 'B' Schedule property for any sale consideration that may be mutually agreed upon. In case the brothers of the Settle refuse to purchase the property set out in the Schedule 'B' here under in writing, the Settle shall be entitled to alienate the 'B' Schedule property to any third party... "" THIS IS THE ISSUE '' Sir . my self i am looking mortgage loan in bank .,, My document legal verification this matter i am not getting loan . so advocate refer me to get No Objection Certificate (NOC) . .from 3 other's, mother... if this NOC in Rs.200/- Bond paper signature's sole the problem or register . please kindly suggest me what to do next .. if i go by NOC .. or something ells ...
