Qualified the exam,but refused employment

I am a IBPS clerk VI aspirant from Madhya Pradesh.Based on my performance in the pre examination I qualified for the main examination and in the main examination held on 01.01.2017 I got 37.66 percent marks and the cut off for Madhya Pradesh was 38.35 so based on my performance I was kept in a reserve list which is kept to an extent of 10% pf the total vacancies.But when on 31st March 2018 result of the reserve list declared I was denied employment despite the huge number of vacancies unfilled even after banks had indented it to IBPS.I received the sought information from the number of RTIs filed. Now I want to file the case against IBPS but there is a clause in its official notification of the recruitment that "Any resulting dispute arising out of this advertisement including the recruitment process shall be subject to the sole jurisdiction of the Courts situated at Mumbai." So does it mean that I cannot file case from any other court in India except Mumbai. Since I live in a small town in M.P. and belong to a lower middle class family,for me it is not possible to go there and file case.Is there no such way in our constitution that can help me get justice..?
