Compensation for Illegal Electricity Disconnection

My connection was severed without bills and notices served, yet no restoration despite me claiming that no bills and notice were served for quiet many months hence payment could not be made. Even earlier, the supplier denied to issue duplicate bill by saying outsourced meter readers collect readings and let them do their work and don't intervene in departmental proceedings. Then bills went pending and disconnect in was made. This causes mental agony of course, but as household connections are used for preparing career related work at residence, great career damages if earnings also took place, such preparation at residence is what a residential consumer naturally does and hence is a consumer oriented loss. So, apart from mental agony and physical harassment can I also claim compensation through consumer fora for income losses due to hurdles cased by electricity deprivation in preparation for my profession at my home? Also, do I need to pay 1/3rd of the amount claimed as deposit with the fora before they entertain such compensatory petition? Email: [deleted]
