Property valid for mortgage to bank?

Respected sir/ mam i purchased property(near agra city in village kundool) in year 2010 from person who was sc from caste (schedule caste). as i can't purchased agricultural property from sc so firstly i had converted that agricultural land to residential/commercial(sec 143 of up zamindari & land reforms act ) land then i have purchased it in 2010. some facts: 1# land was converted from agricultural to residential/ commercial: in year 2009 2# i purchased land from sc person: in year 2010 3# property par case chal raha hai in chakbandi office : from year 1990 4# sir now i want to take loan on that land as i need to construct marriage home on that land: in year 2018 5# legal report from bank approved advocate is clear 6# valuation from bank approved valuer is 2 crore 7# i want to take loan of rs 30 lacs only 8# but branch manager has declined my case as he is saying property par chakbandi mai case chal raha hai so you cant tak possession on that land my question is that: whether chakbandi case is valid if sdm has already converted land into residental,,,,,, as chakbandi to apply hi agricultural land par hoti hai and another thing is that chakbandi officer to sdm se kaaf post mai junior hota hai....jab ias officer sdm ne land ko 143 mai convert kar diya to kya chakbandi par 1980 ke case ki koi value rah jaaegi... kindly response to my query i will be highly thank full.
