Marraige and rights,Property Issue

Dear Sir , My father (born 1935 ,dead 2005) married first a woman as per hindu rituals but never ever lived with the woman till his death , nor he divorced her ,neither she has any children. But he married again and lived all his life with second wife till hi death and blessed with 3 kids. During his life ,he transferred all the property rights to his kids and second wife. And kids are living with the property .And never ever first wife approached him or through a court of law for her rights for 50-60 years. But first wife is living her late life. Now some one from first wife persuaded her to object ,post death of my father ,while we applied for 'varasudar certificate' at taluk Tahsildaar office , and officer is saying there is an objection from first wife and it cannot be given. That is the only objection (some one's has persuaded her),other than that she never ever approached us or gone to court of law to defend her rights. She is not interfering in day to day usage of property etc, None of us have seen her any time in last 50 years. What options do we have to get 'varasudar certificate' at taluk Tahsildaar office. What is the best way forward ? ,what happens post her death?
