Bank sanctioned home loan for a under construction flat which was already sold to third party by bui

Builder's agent approach me for selling a 2 bhk flat in under construction housing project he told me that this project is approved and financed by Bank and bank will sanctioned home loan. I paid them 20 percent booking amount for this flat in april 2014. After this he perform a agreement with me for sale of this flat in march 2015 and bank sanctioned home loan in march 2015. from march 15 to december 2016, bank disburse the 95 percent amount of home loan to builder by NEFT into his account. Building is still un-complete and construction is stopped. Few days ago i came to know that flat for which builder did agreement with me in march 2015, had already been sold out by builder to one of his employee in july 2014 and builder/company got a loan against the same flat and mortgage it with another bank.. Even after selling this flat to third party and mortgage it to another bank builder kept sending installment call letters with reference to this flat . I feel that there is a strong nexus between builder and bank, bank which sanctioned a home loan to me overlook the fact of search report and SERSAI report and sanctioned home loan, disburse it to builder and extend undue advantage to builder, ignoring the fact of search report that flat was already sold out and registry of sale deed was done, this way bank and builder both cheated me and make me liable for whole life for a flat which will never be mine. I want to - (1) stop repaying home loan EMI, (2) recover the amount paid to bank as EMI in repayment of home loan, with interest (3) recover the amount paid to builder by myself other than home loan with interest.
