Property issue

Resp sir Myself a govt employee. My que . - my fatherwas state govt employee. Died in 1992 on duty. We r 2 brothers , 3 sisters and our mother (total 6). We made my elder brother a heir for getting my fathers money and job on compassionate basis. My mother got family pension. My brother got job and he also got money of my father. He used that money for attending various offices to do follow ups for job. After getting a job my brother and his 9 office members purchased a 12 guntha land in pune on loan basis from bank., for resedentisl house purpose. Lateron they make a society of 10people and gave this land to a builder in pune for develop. Builder make an agriment in aprox 2010. thst he will give 500sq ft house to each member free of cost and remaining portion of land he build another building for open sale to all. Lateron my brother purchase a 2bhk flat on bank loan against his salary in another district where he was transfered. He again purchased 14 gunrha land in same place of his job at Raigad district. The meetings were helds in pune. at that time myself attends the meetings as it was inconvinence to my brother to attend d meeting in pune. Builder told his plan sanctions flat of min 600 650 sq feet. So all the members should pay for another 100 to 150 sq feet area of the flat, the members need to pay other govt charges and development and amenity charges also. This amount goes to Rs. 6 to 7 lalh. In one meeting at final stage builder asks money for purchase agreement , at that time my brother was also present that meeting. This time brother got transfered to pune. So at that time my brother told to builder i have loan of his 2 bhk flat at raigad dist. so he cant took loan for this flat. so he told to builder my brother i.e. myself will took house loan for this flat so you plz make the requiref documents for the same. builder also told he will ready to make required documents through his advocate. Meanwhile his alcohol consumption get increased so he remains to ill and in such condition he get transfer to Raigad district . During this days builder has not make the required documents for transfer of the flat to my name for loan purpose. When he rejoin his office at village level place in Raigad dist. Within 1 month he was admitted to pvt small hospital for treatment causes due to excess alcohol. So i took him to big pvt hospital in pune where he got good treatment in ICU and get discharge. He again went to his office to rejoin. He was re admitted in same big pvt hospital in ICU for 4 times in 4 to 5 month and in ihs last admission he died in ICU. So d process of transfering the flat to my name was remains incomplete. Now his wife ask me documents in proof and she denies to transfer that flat to me. Though she agrees this thing when my brother was alive. She also told this thing to my other relative that flat isgiven to me and they have 2bhk flat and 14 gunthe land. Sir, can i get this flat. Is there a provision .
