Did RTGS from Bank by mistake, customer is not returning money

I have account in central bank of india. I wanted to fill RTGS application for the below beneficiary account no:- AAAAAAAAAAAAAA73 ben. name:- XXXXXXXXX City:- Panipat Bank:- Vijaya Bank ifsc code:- ..... Mobile no:- rtgs check no:- Amount:- 472857 But by mistake written last 2 digits of account no. wrongly written account no as AAAAAAAAAAAAAA15 in place of AAAAAAAAAAAAAA73, so amount got transferred to wrong account no. Except account no everything is correct beneficiary name and other details on RTGS application form and RTGS check. But Bank dint verified all these details and transferred money. I complained to central bank and they asked wrong accno. (AAAAAAAAAAAAAA15) Vijaya bank Panipat branch to return money, But Vijaya bank Panipat is not able to recover money from customer, they just told us that since customer has already withdrew your money, so we cant do anything now. We can only kept his account on hold. I personally contacted to customer but he has not returning money. Even after multiple followups with Central bank HO and Vijaya bank HO from last 33 days, but nothing got in hand complained to rbi and consumer care now. Please suggest because i dont think without court case/FIR, i will be able to get my money. Please suggest legal action
