How to interprete JJ Act 2015 Chapter IX Sec 74 (i)

In JJ Act 2015 Chapter IX, Sec 74(i) it is wriitten that restriction of media publication regarding children in conflict with law and children in need of care and protection who may be victim or witness of a crime. And it is written that it there are restriction regarding media if a children is having inquiry or investigation or judicial procedure. My question is - Do the children in need of care and protection especially who are admitted to the Child Care Institution (CCI) are automatically in the state of 'judicial procedure' or not. I know that every child who are admitted to the CCI is through Child Welfare Committee. And every CCI shall submit monthly report of their institution to District Child Protection Office. Is this type of administration is 'judicial procedure' or 'inquiry' or 'investigation' of a child. My last question is- In thatentioned Act, children in need of care and protection and children conflict with law are mention, is it meant that children who are admitted to the CCI are not automatically treated as a child who are in condition of judicial procedure or inquiry or investigation. Lastly, if a children in CCI who have no dispute with authority or victim or witness are not permitted to publicise on media without a permission of CWC or JJB, is it a discrimination of less priviledge children. Even if they are admitted to CCI will they still have a freedom of expression? Will they are able to enjoy the Participation of Children? Malsawm Tluanga Aizawl
