I wish to see my children again

We married in 1996. Two boys aged 20 and 17. My wife is a civil servant (presently Principal Accountant General in Chennai). We have lived together till 2009, when my wife was transferred from Bangalore to Goa on promotion. The children too accompanied her in Goa. I frequently visited the family in Goa till 2012. I quit my job in 2012 to begin an online ecommerce venture. The venture has so far been a failure, taking with it all my savings. I have only an apartment in Bangalore which has been funded with the help of my sisters. I have no regular income at the moment. In 2013, my wife stopped all contact with me. My children too have ceased all contact with me. Through the CAG website, I learnt that my wife took up positions in Bhubaneswar (2015) and then in Chennai (2018), where she is presently posted. Our marriage, while it lasted, was very pleasant for both of us and the children. It was free all violence, verbal and physical, between the parents and with the children. There was no dowry involved nor any claims made. There have been two instances of sharp differences. The first was amicably resolved. The second remains unresolved till today. I wish to end this marriage. What is the best course of action involving the least amount of expense? I wish to meet up with my children too.
