Pay Protection & Lien

I have joined in a central govt. department in 2017 through proper channel, from State Govt. Undertaking PSU through direct open competitive exam carried by UPSC in 2014. I joined my present job in central govt. at lower grade pay i.e. 4800 as per 6th CPC, however, I was having higher grade pay in my previous organization i.e. 5800 as per 6th CPC. I have worked in my previous institution about 7 years and completed my probation. For the present post, I had applied through proper channel and the previous employer had accorded NOC for appearing in the interview for the said post. Consequent on my final selection, I had tendered my Technical resignation and served notice almost three months before as per service rules of the previous employer. After completing all the formalities reliving order has been issued to me for joining in present organization. In view of above I want to know whether pay protection is applicable in my case or not as HRD cell of the office is denying it, stating that it is not applicable for State Govt. departments/Central Govt. PSU/State Govt. PSU/ State Govt. Undertaking and is applicable only to Central Govt. departments only. Further, I want to know whether Lien is applicable in my case or not.
