Sir, I belong to Latin Catholic(Christian) which is under the state list of OBC for kerala and central list of India. My father and mother who were Latin Catholic had migrated to Rajasthan, worked in Rajasthan and my studies all took place in Rajasthan. My father and mother did not have an OBC certificate. Also they are expired. I want to get an OBC certificate of Latin Catholic, but I do not know the complete procedure. Should I go to the Rajasthan government or Kerala government. As my mother and father did not have OBC certificate and the CBSE marksheet does not mention the caste of the student unlike Kerala state matriculation certificate which indicates the caste of the student. Morever, I had tried contacting the Kerala state government village office, they said that I do not have domicile proof in Kerala, while Rajasthan state government office states that I do not belong to the state list of OBCs in Rajasthan. So sir, how should I proceed, as an Indian citizen who has been born of Latin Catholic parents, I think I should be granted an OBC certificate as the caste is decided by the parent's caste, unlike of the state I am staying in. The problem is that sirs, I am not domiciled in the state where Latin Catholic is an OBC, and I am presently domiciled in the state in which Latin Catholic is not recognised as OBC. According to the Letter No.12011/11/94-BCC(C) New Delhi dated 8 April 1994---- How should I proceed to get the OBC certificate????
