Sale of Undivided Ancestral Property with Inheritance Issue

Property - Consists of Undivided land and building Title Consists of : Brother 1 Brother 2 - Provided Brother 1 with Power of Attorney for sale of the said property Brother 3 - Expired (Has living spouse and adult son, Both living abroad) Brother 4 - Expired (Without Will, No children) In this scenario, it seems the living rightful owners to the property have the following shares. However no new mutation document has been created after the deaths of Brothers 3 & 4, and title still has their names on it. Brother 1 - 1/3 Brother 2 - 1/3 Spouse of Brother 3 - 1/6 Son of Brother 3 - 1/6 Now Brother 1 and 2 want to sell the property. Spouse and son of brother 3 are not cooperating (Apparently want to sell but are not providing any documentation (POA, Identification documents etc). 1. Can Brother 1 and 2 sell their own share of the property(1/3+1/3=2/3rd share) without consent of spouse and son of Brother 3? 2. If so, what is best way to divide the land and building without court intervention? 3. Can the title be handed over to the purchaser of their shares? 4. Can the purchaser legally occupy the share of the property sold to him/her? Thanks in advance for all you help. I might have some followup questions based on your responses.
