Give us drinking water!

Dear Sir / Madam, Please guide me.. Issue 1. My parents are senior citizens, doing agriculture, staying in a small Village in western ghat of Karnataka. In 2014, we renovated our 90 years old house. The land where we are is Forest land; we are paying Kandayam every year. My father's elder brother stays next our house asked us to allow him to make a road in front of our renovated house when we started constructing compound wall in November 2017. He has another road to his house but he claims that it is very steep. We opposed to give our land. He approached Nyaya Samiti of Gram Panchayat (GP). They came and forced us to leave land to him for road. We showed them clear purchase deed from my grandfather. They passed Resolution without listening to us. They created pressure like anything by saying that it is a forest land, GP has the rights to make road anywhere they want etc. He has given police compliant as well saying that GP has given me this Resolution but these people are not allowing me to form a road here. We had taken Injunction Order from a Honorable court by giving notice to GP and father’s brother. He claimed that there was a road earlier and we closed it now. He requested to make Court Commissioner as well. But, fortunately, in the Resolution they clearly mentioned that there was no road. Hearings are going on. Not sure what will happen. Issue 2. He got angry when we had taken injunction order. He suddenly cut the DRINKING and irrigation water pipe lines connecting to a natural lake saying that the LAND where pipes are put is in his name. We were shocked and complaint has been given to Police and Tahsildar on 11-Jan-18 attaching the partition deed which clearly says that water should be shared after the partition as it was earlier. The complaint copy has been sent to AC & DC as well. There is no alternative water source. We don't have an open or bore well. We and other our neighbors are depending upon this lake water since centuries and the pipe lines were put several decades ago. Revenue Inspector visited the place and he said you need to allow them to form road as per the GP Resolution if you really need drinking water! We spoke to Tahsildar. He also told the same thing! No action has been taken yet. Our lawyer is telling that it is a Revenue matter and hence we can’t approach Civil court directly. He is also suggesting us to check with Irrigation department. But not sure how they will react to this and how long they will take. My senior parents are really facing difficulties for a basic need like drinking water. We have cows as well. No water for plantation. It’s been already 30+ days since they cut the pipe lines. Day by day my parents are becoming sick. We are really helpless and not sure the way forward.
