Stilt parking space allotment

I bought a flat in 2006 in south Kolkata. The builder also sold me a stilt parking space along with it for a nominal price. The registered deed mentions 120 sq.ft. area of the stilt parking space but does not specify/earmark that area nor does it state the price charged separately. The problem is that parking spaces are dependent in nature and I have to give passage to the owner of another parking space behind me. The front space was verbally alloted to me by the builder since I was the first buyer and claimed that space. The space behind mine was sold later. All spaces were alloted verbally and the builder assured us that he will issue allotment letters later. Now he is denying to issue letters and my space is being encroached upon by the owner of the parking space behind me. Other owners are showing disinterest in pursuing the builder for parking space allotment letters. My questions are: 1) Does the supreme court ruling of 2010 for MOFA apply to west bengal? 2) Can I force the builder to issue parking space allotment letter to me earmarking the space? I have no problem in allowing passage to the dependent space owner. 3) There is no registered association of owners at this housing complex till date. If any such is formed later, can it affect my ownership of this parking space in any way?
