Managing Committe pressurising members to pay Township Maintenance Charges

- We have a property in a Township in Pune, which the builder claims is currently under Special Township Project, and not yet under Integrated Township Project. - The builder is claiming Township Maintenance charges of Rs.1 per sq ft per month. - The builder wants to sign a contract with the Managing Committee, and include clauses in the pending Conveyance binding all the member to keep paying till such time that the township is complete. - The builder has not provided the society any Gym, Community Hall, Office etc.. - The maintenance of infrastructure inside the society, the garbage collection, the security, the water, electricity etc. are all being paid through maintenance charges collected by the society. - The builder is not providing any service, except usage of the main road within the Township, where also, his own heavy vehicles and construction equipment ply the most. - Now, the pro builder office bearers are trying to pressurize members to pay the builder by manipulating the interpretations of the AGM MOM. My question is, can the managing committee sign an agreement with the builder which will effect each member financially ?
