Can I claim my money back?

Hi, After taking my GMAT exam, to apply for MBA, I hired a consultant to help me with the process. The consultancy offered different packages for different services and number of business schools that one would apply for. There were 3 different packages (let's say A, B and C) they offered. 'A' for 3 B schools, B for 5 and C for 6. Packages B & C provide a couple for additional services that A doesn't cover. I opted for C - the best of these 3 - as I was told that I can later readjust my package to B if I changed my mind. But, due to personal reasons and occasional delays from consultant, I have decided to stop using their services after I received help for 2 B schools only and requested for partial refund. And yes, in their brochure it was mentioned that the amount is non-refundable and can be claimed in form of services in future. But with only 1 or 2 weeks away from application deadlines, it makes no sense for me to even continue with their services. And when I spoke to the Sales Representative, he said that they cannot refund any amount. And that I could have changed my plans only before making the second instalment. I made several calls asking him to consider refunding at least half of the amount. Since I started requesting for refund their response rate got worse. Costs/Summary: A - 54,000 + 18% GST for 3 B schools B - 90,000 + 18% GST for 5 B schools C - 1,00,000 + 18% GST for 6 B schools I shelled out about 1,10,000 for 6 B schools and availed services for only 2 B schools. This is throwing me into a big loss. How serious are the 'non-refundable' points mentioned in a brochure? Can I proceed legally to get my refund? What are my options? Please help. Note: There was never an agreement signing that happened.
