False Advertisement of Policy and Faking Cancellation

I recently purchased a HDFC policy from a broker based in Kolkata. He had explained to me the policy details and the returns expected. When I received the policy documents I went carefully through it, and it was not matching the returns he had mentioned. I raised concern with him, he said that he would send fresh document and he arranged for a verification call which matched what he initially said. But I never received the documents, I called him to cancel the policy without further delays(within the free look period), he took the request and initiated a cancellation. I received a call the next day, verifying the cancellation and he later called me to inform the policy is cancelled. After a few days I wanted to enquire about my refund and called HDFC, to my surprise the policy was active and it was never requested for cancellation. What should I do now to cancel the policy and get back my refund or make the broker pay compensation for this. I have his contact numbers, and I have the agencies contact. I have already informed HDFC of the complete incidence. Please advise next steps and what can I do legally against this?
