Can anticipatory bail be granted before FIR is lodged under section 354ipc?

Respected Sirs and Madams, we have been falsely implicated under section 354 ipc by our own neighbour with revengeful intention bcoz i abused her after hearing the worst swear words possible in hindi for my mother, brother, father and myself. We have all of that recorded in an audio clipping but we are also scared of being arrested for no fault of ours, and that too after a verbal fight over a petty parking issue. The issue was that they claimed the ramp alongside a public park as their rightful parking space since it is adjacent to their house and we park 2 of our cars there, out of a total 10 cars which can be parked in that space. A simple discussion turned heated when we stated that the parking is nobody s right there being a public property. Her ego was badly hurt when I, being the youngest in my family answered her in her own language after she abused my whole family and therefore, she filed a case inder section 354 ipc. In the next few minutes my brother was beaten up by 2 of our neighbours when he objected to pointing a finger at my mother in an objectionable manner by the two men. When we went to the police station with our complint of being beaten up and outraging modesty of my mother, the other neighbour followed us to the police station with her false complaint under 354 ipc. So, we were given no hearing even after being beaten up. We were further harassed and the policeman io was in the favour of the woman coz of her sex and also bcoz other neighbours who had their onterest in the same parking space ganged up with her against us. I have just graduated law and hve my license and wish to file anticipatory bail in case we get arrested under the false case filed by her. Can i do that before an FIR is lodged? since it will be lodged if i dont apologise for answering her back when she abused my family. Plz advise
