Moving my furniture out of my rented apartment.

I am currently living in a 2BHK apartment in Kolkata and I am planning to shift to a 3BHK in a nearby location. Before renting the 2BHK I was asked to give 2 months rent in advance as a security deposit and each month's rent was to be paid at the beginning of each month. I accepted the clause as they seemed fair. But it was a mistake on my part that I did not read the contract carefully that had a lock-in period according to which if I left the apartment before 8 months, I would only receive 1 months rent back from my security deposit. I had to agree to this too( even though I have lived here for over a year now, but the contract is renewed every 11 months). And when I discussed this with my owner, he said that he would not return 2 months deposit, instead, he would only return 1 months deposit. So, I requested him to adjust my security deposit with the current month's rent i.e. November 2017 rent which he agreed at that time. So I am supposed to hand the apartment over at the end of November. But because of some unforeseen circumstances, I have to shift as soon as I can to the 3BHK apartment (whose rent I am also paying from November). The reason is that my family which is a relatively big family won't be able to adjust in a 2BHK is moving from Vadodara to Kolkata. So I would like to move my furniture from my old apartment to my new apartment. But apparently, every tenant needs to get a NOC from the owner to move his things (These are things that I own and have a bill of). And now the owner is refusing to give me a NOC saying that he would give the NOC on the day I leave and after he confirms everything is alright. I need a day or two to move my things and the security at the gate won't let me move through the gate. I understand the fact that the owner needs to confirm if everything is alright and I intend to pay for anything that I might have damaged. But my rental period doesn't end until November 30 and the owner is demanding that I leave as soon as he gives the NOC and he will lock the apartment. I need to use the apartment for a day or two until I have cleaned the new apartment and this time is within my rental period. I intend to hand over the apartment after that and pay anything that I owe the owner. What I want to know is, Is there a law that states, I can't move things I own? I really am in desperate need of some help. Thank you in advance
