How to get benaap land regularized?

I am a resident of Pithoragarh, a hill station in Uttarakhand. We have around 3 nali of measured land. Adjoining our land was a mound (called bhida in local language) We used it build temporary establishment (as is the usual practice in hills to flatten the bhida by removing mud and using it. Since this bhida was an extension of property and hence a security concern too) The peopI am a resident of Pithoragarh, a hill station in Uttarakhand. We have around 3 nali of measured land. Adjoining our land was a mound (called bhida in local language) We used it build temporary establishment (as is the usual practice in hills to flatten the bhida by removing mud and using it since it is an extension of our property and hence a security concern too) The people who live above us (since in hills, houses are built in the terrace framework) are constructing for commercial purposes and threatening us that they will take up the benaap land(even though they are using benaap land for their construction) I want to know the procedure by which we can get that land registered in our name. What is the procedure for the same? We have that land under our possession for quite a long time. Do we get ownership over it through provisions of limitation act? Also these neighbors threaten us, they have a son who threatens my father with battery. What can be done about that? They lie through their teeth. They have some sort of setting with the kanungo and patwari who tend to talk in their favour. These people have also created a security hazard since they dug into the natural hill formation and all the houses above them can come down in event of a cloudburst/landslide. Are there any provisions of disaster management act that can be used? Can we ask the administration to intervene?
