Can legal representative of other family for a deceased employee get family pension and its benefits

One govt employee died in 1988 leaving behind two wives. they fought for family pension and other benefits in the court. The court decreed in favour of first wife for family pension and second wife for other pension benefits like group insurance etc. Recently the first wife died without claiming the family pension. The whereabouts of the second wife is not known. Meanwhile, one far away relative who is not a direct member of the employees family got a legal representative status to the first wife from the court. He is claiming for family pension arrears and benefits. In this regard I want to know 1. can a legal representative be sanctioned Family pension arrears and other benefits without legal heir certificate and family members list from MRO when no nomination from the employee is available? 2. Is a legal representative of a faraway family of the deceased employee and his wife are sanctioned these benefits, when he is not a direct family member of the employee? 3.what right he has as a legal representative to claim family pension arrears and other pension benefits? 3. According to pension rules of ap. govt., only family members should get the family pension and the benefits but this legal representative is claiming for these benefits. is he right to claim the benefits of a govt. employee? 4. No records of the employee or his pension status are available in the office or in the treasury or in the AG office now, because of time gap of about 40 years. when records are not available in case of his servIce details and pension pension details, what should be done? 5. what procedure should be followed in such cases?
