Drunk rider hit my car, police not reachable

Was driving in service lane in the highway, right behind an i10. Was hardly at a speed of 30 to 40 kmph as I was nearing the shop to which I was heading to. The i10 in front of me took a sharp left, I felt he lost the control, so I stopped my car instantly. There was a two wheeler rider coming from opp direction in the wrong lane (he was to his right side of the road) while the road was wide enough to accommodate 3 cars and no other vehicles were there around. The i10 was actually trying to avoid this 2 wheeler, however the 2 wheeler kind of scratched the i10, raised the throttle for reasons better known to him, came straight to my car and hit the driver side headlight/bumper with force and fell on the road. I couldn't open my driver side door as it got jammed, had to get down from the passenger door immediately to go check the rider. He was partially unconscious, with some bleeding, couldn't see any visible injury. The people gathered around gave him water and someone called the ambulance instantly. Everyone realized he was drunk, the ambulance came within minutes and took him to the near by GH. The i10 fellow flew away, and I was waiting trying to reach out to the police, tried 100, tried the local police station number after googling, no answer from both these numbers. Got couple of mobile numbers as well, one person said he was on leave, the other one said he is no more with that station and moved to a different city. I got connected to the police station which was next to this area, they refused to give any advice and asked me to contact the correct one where the incident happened. My car got severely damaged, still in drivable condition though. The bike of the rider had a whisky tetra pack still in the pouch and people around also noticed the same. The people around as usual noted down my vehicle number as if I was at fault, and said they will give the number in the GH. With not able to reach any police personal, I didn't felt good to leave that place as the incident might turn against me, so I went to the near by shop, did some purchase so that I have a bill to claim that I was indeed in that location for next 3 hours. The incident happened at 3.30 PM, and I have the bill timed at 6 PM, waited in the spot until 6.30 PM. With no further resort, I drove back to my house (40 kms from incident location) as it was getting late. I have no whereabouts about the drunkard and his condition, noted down the bike number, photograph of the liquor pack in the bike pouch, the registration number of the i10 which was ahead of me, screen shots of my call logs and the toll receipts. What should I do next?
