Inter circle transfer on medical and spouse grounds

I am a manager in State bank of India posted in northe east since last 8 years.I applied for inter circle transfer to chandigar on dual grounds, spouse since my husband is central govt.employee in defence and medical as I am suffering with severe asthma and other multiple medical disorders.I had a very bad medical history with still born babies and now I am a mother of 9 month old baby boy.I applied for ICT in march 2014 but till now my application is not approved.The reason though it is never conveyed officially ; is a disciplinary action pending against me which started december 2014.since my ICT was not approved and i conceived in april 2015 so I applied for leave and till now I have not joined back due to above mentioned gynae history.Now I have to join back at shillong and face that enquiry process.I want to know like if the disciplinary case is pending against any employee with a very serious medical problem plus responsibility of a dependant child, how can i fight for my ICT to be considered immediately? I want to ask is there in law to consider ICT for women employee in very special cases even if discplinary case is contemplated? The case is totally for my harrassment as I was going very well in my career and it is done by the few influential people of bank association. i have no Godfather to rely on.
