Can an apartment committee block an owner taking service from a provider

Hi, I'm seeking advice on the aspect of responsibility of an apartment committee. I stay in a 80 flats complex in Bangalore. I'm interested in buying internet service from a provider (A) due to various reasons. Apartment committee is insisting that any service provider can only provide service in the apartment complex only if they setup their own servers, hubs, power sources etc. Considering that I'm the only one opting for this service provider, he's not ready to setup the infrastructure for just one consumer. They say they can provide connection using an existing nearby hub. However, apartment committee isn't OK for this & have blocked service provider personnel from entering premises for installation activities. I have already paid the initial amount to the service provider. Due to the earlier mentioned issue, service provider is now stating that they cannot provide service and hence will process a refund. I'm left with no option but to use the service provider (B) used by everyone in the apartment complex. Service from this provider (B) isn't good and is expensive compared to offerings from provider (A). Can someone please guide on 1. Does our committee have the right to block provider (A) providing service to me without adhering to their rules? 2. What should I do as an owner in challenging this aspect of committee?
