Buying land in uttarakhand

I am a resident of Haryana and wish to purchase land in Uttarakhand, initially for my own use and then to start a Home-Stay type of Guest House or a resort a couple of years down the line. I have following queries: 1. How much land can I purchase 2. Is there a difference between residential/commercial/agricultural land in terms of how much I can purchase 3. I will not buy the land in any of the tourist places such as Nainital/Mussoorie etc but somewhere beyond and secluded. So what is this type of land categorised as - residential or agricultural or commercial 4. If I buy residential or agricultural land, can it be converted into commercial at a later date. if yes, is there any time gap required and what are the formalities and conversion charges 5. Does Home-stay comes under commercial 6. What is the difference between running a Home-stay and a full resort from a commercial perspective 7.
