Status of kharab A land

Hi Sir, I recently purchased an agricultural land in ramanagaram district in Karnataka. The land is a hissa of survey number 54, therefore my survey number is 54/2. The RTC shows the total extent of land under survey number 54 as 4.34 acres. Out of this 4.34 acres, 2.3 acres is classified as Kharab A and remaining 2.04 acres as cultivable. This 2.04 cultivable land is divided equally between survey number 54/1 and 54/2. Now the problem is there is no mention of any distribution of the Kharab A portion between 54/1 and 54/2 and there is a confusion as to who owns this Kharab portion. I was told by my friend tat the Kharab A portion will also be equally distributed like the cultivable land between 54/1 and 54/2, hence I was willing to pay for the Kharab portion too. But the registrar disallowed this and said Kharab portion cannot be sold and there is no need to pay for this portion and made me alter the sale deed for only the cultivable land. Now I want to know whether this Kharab portion belongs to me or how I can buy the Kharab portion.
