Registration of hindu marriage under the Special Marriage Act

I am a foreign currently living in Hoshangabad, Madhya Pradesh with my husband, we performed our marriage in Hoshangabad one year ago and we got a certificate from the temple where the ceremony was held. We would like to register it to have our certificate extended under the Special Marriage Act, Section 3, in the Form specified in the fifth Schedule. My husband is currently residing and has been living for more than two years in Hoshangabad, M.P. due to work reasons. We celebrated our marriage back in July 2016, our marriage was solemnized in a Temple with a register number and a temple certificate and since then we have been living as husband and wife. My actual visa was extended with the certificate we have and to get my OCI I need our marriage to be registered under the SMA. We visited the Nagar Palika office in Hoshangabad, but they said is not their duty to register our certificate and sent us to A.D.M. office, when we visited this place they told us that they can't make the registration that we must go Bhopal, M.P. to get our certificate but not futher information was given. We requested to speak with the A.D.M. to check what can be done to get a resolution on this matter and his reply was that they can't issue that Certificate because my husband haven't lived in the area for more than 10 years, he haven't listened to our case for even five minutes and after this reply we were thrown out in the most impolite and unprofessional way from the A.D.M. dispatch, who has sent his secretary to tell us that they can't do so and that this act does not apply for foreigners. As it is specified in the Special Marriage Act, Section 3, Registration of marriage celebrated in other forms, Sub-section 15, I quote: "Any marriage celebrated, whether before or after the commencement of this Act, other than a marriage solemnized under the Special Marriage Act, 1872 or under this Act, may be registered under this Chapter by a Marriage Officer in the territories to which this Act extends..", our marriage was not solemnized under this Act but we have the right to register it and get a certificate under the same. Also, regarding the time of residence in a place the same Act states as one of the requirements for registration: "f) the parties have been residing within the district of the Marriage Officer for a period of not less than thirty days immediately preceding the date on which the application is made to him for registration of the marriage." Who is the actual authority that can extend our certificate? Do we actually need to go to a different district to get it done? Or do we have to go to my husband's birth place to get it registered? We would really appreciate any guide, information or help from your part.
