Transfer and harassment by HRM and Director of Bank

Dear Sir/madam, Me and my husband both are working in banking industry. I am in a nationalised bank while my husband is working in a Regional Rural Bank. I joined bank in feb 2016 in a branch near to my husband's posting and my nationalised bank followed the guidelines of same station posting of husband and wife. four months ago i.e. in feb 2017 my husband felt ill, he was suffering from swelling in lever and infections so he took medical leave and doctor recommended him bed rest. during sanctioned medical leave sr. manager HRM of regional office called my husband and asked to be physically present in RO immediately to cross check whether he is in the town or not. some how my husband managed to reach in RO and met SR manager HRM. HRM asked for medical treatment documents and reports, my husband gave him all the reports but HRM was not satisfied with this too, further he called Doctor to confirm telephonically and HRM was interrogating that physician too. this act of SR Manager HRM took 3- 4 hours during these hours my husband was not able to sit but due to harassment he had to wait for decision of HRM. after few time my husband got frustrated and left RO. he was so depressed to see the behaviour of his management. Due to depression he was not recovering his health issues and after few more days his condition was very serious and I had to hospitalized him for 5 days. after 5 days doctor relieved him with atleast one month bed rest but due to management's pressure my husband joined bank immediately. after this harassment my husband complained about this to higher authorities of bank in written. Higher authorities did not take any action against that SR Manager HRM and my husband has got a transfer letter that he is to join some other regional office next day. Bank's management was very well informed about my posting but they ignored spouse ground and transferred my husband to some other district. Now for me it is very difficult to survive alone far away from parent, in laws and husband. I personally went to meet Chaiman of my husband's bank after 3 visits He met me and answered me in a straight way that He is not there to listen anyone's plea or not to show mercy to me. I got very disappointed by Chairman's response. now please guide me: 1- can I take any legal action against bank's management for not listening to my plea/ request? 2- can I lodge FIR against that Sr. Manager HRM who denied medical certificates from an MBBS Phyisician doctor? 3- Can I complain this behaviour of management to finance ministry/PMO?
